What the seller says
Seller states
Device is Google account locked (FRP locked) and cannot be fully set up without the original Google account credentials. Powers on and display works, but is stuck at Welcome screen.
Likely faults & repair cost
Account locked, not a repair. The seller indicates this device is activation, iCloud, MDM, or carrier locked. A locked device can be fully working and still cannot be resold as working, so the $26 spread does not apply. Treat it as parts only, and price it that way.
Repair costs are rough parts estimates, not a diagnosis of this exact unit. Confirm the fault and your repair path before you buy.
